Cheaper wheels generally means heavier wheels (mpg/handling hit). Bigger wheels means lower profile tires which generally means more expensive and more likely to suffer road related damage to wheels and tires. If your goal is to put bigger wheels on, lower the car, and keep things on a budget (interpreted as low cost) then my advice is to not do any of those things. If you mean that you are trying to figure out a budget, then my comments still apply but I might write them differently with that interpretation of budget. Also I am interpreting your comments on budget as meaning that you want to keep things low cost. I am providing my thoughts based on your goals.
